Donation limits are set by Minn. Stat. §211A.12. 

Candidates in Rochester Minnesota running for a Council Member (ward) position have the donation limit of $600 per individual. That means a husband and wife could each make the maximum individual contribution of up to $600 per calendar year. Candidates themselves can contribute to their own campaigns without limitation.

donations that exceed $100 must include name, address, employer or occupation if self-employed, amount and date for the contribution.

To be clear, 

• Donations from $1.00 to $100.00 will be reported as anonymous along with   amount and date of the contribution.
• Donations from $100.01 up to $600.00 will be reported with name, address, employer or occupation if self employed, amount and date of contribution.  
• Donations over $600.00 will be returned as unacceptable per state statue listed above.
